The Smelter is where you can create the resource Steel.
There is no building which produces the resource Steel directly. The only way to receive steel, other then the market, is by using the Smelter to create your own from Iron and Coal.
Steel is a resource that is needed to make the more advanced structures.
You can obtain the Smelter by creating the second tier structure Smelter.
